Draper adopts ten ordinances, from records policy to development agreements

DRAPER — The Draper City Council adopted ten ordinances between August 2025 and September 2026, covering government records, short-term rentals, development agreements and amendments to the city's land use maps, according to the city's notices of ordinance adoption 12345678910.

The notices are short and procedural. Each one records an ordinance number, the part of the municipal code it touches and the date of adoption. None of them summarizes the language that changed, and none of them states a reason. What follows is what the notices say, grouped by subject, and where a notice carries only a number and a title, that is reported as such rather than filled in. Readers who want the actual text can see it at the Draper City Recorder's Office; the notices say each complete ordinance is on file there and available online at draperutah.gov 9.

One of the most recent adoptions is Ordinance #1737, adopted Sept. 1, 2026, which amends Title 3, Chapter 4 of the Draper City Municipal Code regarding government records access and management, according to the notice 9. That chapter is the part of city code governing how the city handles requests for public records. The notice was published Sept. 2, 2026 9.

Short-term rentals are governed by a separate change. Ordinance #1721, adopted Aug. 4, 2026, amends the text of Titles 6 and 9 of the municipal code related to short-term rentals, according to that notice 8. It does not describe the new text; it identifies the titles amended and the adoption date, and was published Aug. 5, 2026 8.

Three of the ten ordinances approve development agreements.

Ordinance #1717, adopted April 7, 2026, approves the Bangerter Crossroads Development Agreement for approximately 17.88 acres at approximately 13782 South 300 East, according to the notice 7. Ordinance #1716, adopted the same day, approves the Openshaw Corner Development Agreement for approximately 1.44 acres at approximately 207 East 13800 South, according to the notice 6. Both notices state the master development agreements were recorded with the Salt Lake County Recorder on May 5, 2026, and both were published May 6, 2026 67.

The third is Ordinance #1738, adopted Sept. 15, 2026, approving the Exchange 14068 South 145 East Development Agreement 10 for approximately 2.15 acres at approximately 14068 South 145 East, according to the notice 10. Its notice was published Sept. 16, 2026 10.

Four ordinances adopted Dec. 16, 2025 amend the city's two land use maps, in pairs covering the same two properties named in the development agreements 2345.

Ordinance #1691 amends the Official Zoning Map for approximately 1.44 acres at approximately 231 E. 13800 S., and Ordinance #1690 amends the Official Land Use Map for the same 1.44 acres, according to the notices 54. The notices call the pair the Openshaw Draper 138 Zoning Map Amendments and the Openshaw Draper 138 Land Use Map Amendments. Ordinance #1689 amends the Official Zoning Map for approximately 17.88 acres at approximately 13782 S. 300 E., and Ordinance #1688 amends the Official Land Use Map for the same acreage, according to the notices 32; those notices use the names Bangerter Crossroads Zoning Map Amendments and Bangerter Crossroads Land Use Map Amendments. All four notices were published May 6, 2026, and each states a master development agreement was recorded with the Salt Lake County Recorder on May 5, 2026 2345. None states what the previous map designations were or what the new ones are.

The remaining ordinance concerns city hiring. Ordinance #1669, adopted Aug. 19, 2025, amends Title 19-1-110 of the municipal code to allow employment of relatives of city officers under certain conditions, according to the notice 1. The notice does not say what those conditions are, and it is the oldest of the ten. It was published Aug. 20, 2025 1.

Residents who have seen these ordinances described elsewhere as building code updates or fee changes will not find either subject in the notices. No building code amendment and no fee or rate schedule appears among the ten; the subjects recorded are records management, short-term rentals, development agreements, zoning and land use map amendments, and the employment of relatives of city officers.

Each notice states it was posted on the Utah Public Notice Website, the Draper City website and at City Hall, 1020 E. Pioneer Road, Draper, and each is attested by City Recorder Nicole Smedley 9.
